A question is a statement which demands a response or answer. On a regular basis, you will be asked questions. If you are asked politely "I am sorry, I'm not able to comprehend what you're requesting and would you be willing to rephrase it?" You'll be able to express yourself better with this approach than you can simply talk about the topic with little sense of clarity and understanding. Keep in mind that the purpose of answering questions is for you to be a positive contributor to the one who is trying to find an answer. Do not waste time. Seek understanding first.

One strategy to increase your effectiveness in answering the question in a meaningful and objective way is to ensure that you allow the person who asked the question to finish asking. Some people take time to describe precisely what they are seeking. When you respond to a question without knowing what is answered fully could appear rude. Don't believe that you are aware of where the inquiry is heading, so you would like to assist the person to get to the point. If you're not pressed for time you can let the person "ramble" while you note important elements. It gives you the time to formulate and come up with what is the best way to answer the question. The ability to listen gives the highest success rate in your answering of questions.

You have to determine if you are competent to answer the question or someone else is. Do you have the authority to talk regarding the topic (journalists may be in a position to sway you, even when you're not required to be the company's spokesperson)? How deep should the answer be? A few moments of silence prove that you're just making up whatever material is in your mind, but a thought through answer is coming. You can actually prepare the person in the audience for an answer by saying "Let me think ..., Let me consider it." ..".
