Before you decide to answer a question, make sure you're in a state of mind about what the question is about. There is no harm in seeking clarity over what is being asked. You can ask politely "I am sorry, you don't seem to be able to understand what you're asking What would you like to change?" If you're able take the time to let the person "ramble" while you record key elements. It allows you to make sense of and consider your best solution to the question. The ability to listen gives you a high rate of success for answering questions.
You have to determine if you are qualified to answer that query or if somebody else is. Are you authorized to speak regarding this issue (journalists are able to haunt you even when you're not meant to be the company's spokesperson)? How long should your answer be? Moments of silence and pauses let you know that you're not just churning out any raw material you have in your mind but a clearly considered answer is about to be delivered. You can actually help the person waiting for an answer by using the phrase "Let me think ..., Let me think." ..". The person will not sit around thinking that you didn't hear but you're actually ignoring and ignoring. Think through your thoughts and you'll be able to come up with statements that you won't regret for later. You can assess the best option to speak with confidence without leaving the person with marks or new wounds.
