Ask politely "I am sorry, I'm unable to be able to understand what you're asking and would you be willing to rephrase it?" You will communicate better with this approach than simply talking about it with no clearness or comprehension. Remember that the reason for answering questions is for you to contribute positively to the person in search of an answer. Avoid wasting time. Seek understanding first.

One method to increase your efficiency in responding to the question in a meaningful and objective manner is if you give the person asking you the question to finish asking. Certain people prefer to clearly define what they want to convey. If you answer a question before it is fully asked may seem an act of disrespect. Don't presume you know where the question is headed and will need to assist to get to the point. If you're in a hurry leave the person "ramble" while you take note of the most important details. It allows you to organize and think of the best answer to the question. The ability of listening gives you a higher chance of success when it comes to answering questions.

You must determine if you are qualified to answer that query or if somebody else is. Is it your right to speak about this topic (journalists could be a source of trouble even if you're intended to be company's spokesperson)? How deep should the answer be? A few moments of silence will show that you're simply churning out whatever raw material you can think of in your mind, but a deliberate answer is on the horizon. It is possible to prepare the person who is waiting for to answer you by using the phrase "Let me think about it ..., Let me consider it." ..". This will help the person not sit there and think that you didn't hear or you're just not listening, etc. The process of thinking through can help you to make statements that you won't regret regarding later.
