Before you start answering a question, make sure you have in your mind about what the question is. There's no harm in having a clear understanding of what is being asked. Ask politely "I apologize, but I'm unable to understand what you are asking If you could rephrase the question, what would you suggest?" It is easier to communicate by doing this rather than simply blabbing away with no discernment or clarity. The purpose behind answering questions is to contribute to the one who is searching for an answer. Don't waste time. Seek understanding first.
One way to improve your chances of responding to a question in a relevant and objective way is to ensure that you give the person who is asking you the question to finish asking. Some people take their time to define exactly what they are seeking. A response to a question that is not given until it is thoroughly asked can appear to be disrespectful. Do not assume that you know the direction the question is taking, therefore you should assist the person in getting to the bottom of the matter. If you're on time allow the individual to "ramble" while you make note of the key details. Also, it gives you time to organize and think of which answer is best to the question. The ability to listen will give you a high rate of success in your responses to questions.
You have to determine if you are qualified to answer that question or whether someone else is. Have you been authorized by the company to talk on this topic (journalists are able to haunt you even if you're supposed to be a company's spokesperson)? What is the depth of your answer be? It is important to take a break and show that you are not just producing whatever materials you have in your mind, but a thought out answer is in the pipeline. It is possible to help the person waiting for to answer you by asking "Let me think about it ..., Let me see ..". This will help the person stop waiting around, thinking the person hasn't heard anything but you're actually ignoring etc. This helps in coming up with suggestions that you'll be happy about later. You will be able to determine the best method of answering with wisdom without leaving the person with marks or new wounds.
